Version:           1.0.2 (using 4.0.5 (KDE 4.0.5), Kubuntu packages)
Compiler:          gcc
OS:                Linux (i686) release 2.6.24-18-generic

Inside ktorrent and when I pick a torrent and choose Open Torrent Data Directory .. an error says 
KDEinit could not initialize "usr/local/bin/ktorrent"

I do not know if this belongs to Dolphin or not .. 

It seems sporadic and not constant though ..

probably related to this new bug

I have the same error. Im using KDE 4.1. When I click on a torrent in the folder view applet there is the error "KDEinit can not start /usr/bin/ktorrent" (in german language).

I'm also experiencing that behavior. I can add that kde is able say the same for konqueror under certain circumstances when the system is under such heavy load that it takes ~10 seconds for konqueror to appear. I have only see that once of twice and I can not reproduce it, but it might give a hint to where the dog is burried :D
