Version:           3.0.80 (using 4.00.80 (KDE 4.0.80 >= (KDE 4.1 Beta1), compiled sources)
Compiler:          gcc.exe
OS:                Microsoft Windows (i686) release 5.1 (XP Professional)

When opening files in Kate at Windows, it opens the KDE4 bin directory by default. It should open the home folder (or my documents) folder instead.

That is not true (Kwrite opens in the current directory). Nevertheless it should open in the home directory probably.

I don't think so, it should obey the current working directory, like on unices.

It depends on what all other Windows applications do, I'd vote to do exactly the same.
