When you compose an official mail it is usually important the order of the recipients. In KMail there is no tool to reorder the To fields.

Just a suggestion: add arrows V and ^ at the right, so when user click V for example it would move active To field one item down.

Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented.
