Available options are Default, Compact, and Tree, however if you look at the playlists JuK always uses the Tree style. Expected behavior is largish-icons for Default, Tree-style (but without the Artists/Albums/Genres trees) for Compact, and what JuK currently does for Tree mode.

View modes work and can be switched at runtime here with: Qt 4.6.2 KDE 4.4.2 (using only KDE packages from ubuntu) on Ubuntu Lucid x86_64 kernel 2.6.32-22 Also works with juk from svn r1152209 (but still with other KDE packages from ubuntu). Maybe it's time to close the bug.
Yes, I can confirm view modes work. Not sure when I fixed them (or if it was an upstream fix). Note that Tree View takes forever if you have a large collection. :( Assuming the fix was in KDE 4.2, I haven't actually noticed this bug in forever and we have a reporter saying it worked in a 4.2 prerelease.
