If the user buys a new harddisk and creates partitions on it that get mounted when the system boots, these belong to root. In order to change those permissions, the user would have to use the cli or run the well hidden konqueror in admin-mode. A far easier, and in my opinion straight forward, solution would be to ask the user for the root password, if one tries to change permissions of a file/device that belongs to root. That way the user can use the normal properties-GUI one is used to and not have to worry about anything else.
