If the logout sound is long, KDE waits it to end before it shuts down the sound daemon. So if the logout sound is too long, it slows down the logout process. It seems to me that this is the case now, and I don't think artificially slowing down a process (and not only on very fast computers) is a good idea. So I think the logout sound, if needed at all, should be very short.

In general, I tend to agree with this idea. The necessity of having a log out sound _by default_ is dubious at best IMO. Logging in is a process which may take more time than expected, and the log in sound should (ideally) act as a signal that the process has completed successfully. 
The logout process should be quick and immediately give a hint as to what is preventing it from proceeding, like a web browser with multiple tabs open for instance. Artificially slowing down the process for "ear candy" is an unfortunate practice. 
Having said all that I don't remember KDE's logout sound being long at all. As a matter of fact I specifically recall noticing that the logout sound for KDE 4.0 was really short (especially compared to the one for 3.5). Maybe your distro decided to change to a custom logout sound which is longer?

The default logout sound for KDE 4.x is everything but short.

This is still the most annoying thing I change after first boot after installation.
Having to wait for a sound to logout is absolutely unnecessary

Full ACK from me. Especially in the light of our new elegance theme, I vote for a shorter logout sound or, even better, no logout sound at all. The disappearing Plasma is the best notification, and this action is stalled for an insanely long time while the logout sound plays.

This has been fixed in KDE 4.5 - the logout sound is very short and does not slow down the logoff procedure anymore.
