Just an example:

Let's say Konqueror is defined as "konqueror" and win+B runs Konqueror.
So I can run Konqueror from KMenu or just by pressing win+B.

Let's alter command line:
LANG=pl_PL konqueror

Save and... when I press win+B I will run old Konqueror definition (bug), but when I run it via KMenu I will run the new Konqueror definition.

Should be resolved by the 'new' kglobalaccel daemon in KDE 4.  Can you check and reopen if necessary?
