There is a similar report:

with bizarre resolution so I am opening this one.

You can assign the same shortcut to two (or more maybe) applications. I would expect the same behaviour as kdelibs shortcuts settings -- checking for duplicates.

Duplicate checking has been implemented in kde core now.
