Version:           4.0.0 (using KDE 4.0.0)
Installed from:    Gentoo Packages
Compiler:          gcc 4.1.2 
OS:                Linux

There is no super-user button/mode in "systemsettings -> advanced -> login manager" and (of course) no settings can be made as a normal user.
Starting systemsettings with kdesu solves this, but I guess you just forgot the button (it was there in KDE 3 ;).
