Version:            (using KDE 4.0.0)
Installed from:    Gentoo Packages
Compiler:          GCC 4.1.2 
OS:                Linux

It seems konqueror in KDE 4.0.0 totally ignores my proxy settings. Other KDE4 applications I have tried works and Konqueror also loads pages correctly when I'm not on the proxy network.
