Confirmed, known problem (to me).
A possible solution is to consider the font size, set in preferences, relative to the zoom level at the moment of review insertion. In other words, if the font size is set to 10pt and I store the review while the zoom level is 25%, the annotation size should be 10pt at 25% zoom and 40pt at 100% zoom. This behavior seems to me the more natural in all cases, not only for DjVu backend.
I think a solution might be to consider the resolution in dpi of the document. Font size 10pt has to have more dots on a 600dpi document than on a 300dpi document.
