That is wrong and the user loses important information. It must be possible to set dates for a selection of pictures without influencing the time.
You can add/subtract days, months and years from the picture date without modifying the picture time via kipi-plugin "timeadjust" (in german: Menü->Bild->Zeit und Datum einstellen).

In 0.9.5svn changing of date/time in Comments/Tags panel is broken. Selecting multiple files and changing of date/time doesn't work at all. Changing date/time of one image also doesn't work for time change - but it changes whole timestamp of this image - but for current date/time, not selected one. For 0.9.5 release I would seriously consider disabling edition of these fields in Comments/Tags panel - especially that appropriate Kipi-plugin works perfectly.
