Ctrl-S never works (never stops terminal updates). 2. A yellow banner on the top is always displayed, when pressing Ctrl-S. These two things should happen if and only when the mentioned option is ON.

Yes, it fixes the bug where flow control changes only had an effect when creating new tabs and not on existing tabs.
