Using a command line it is possible to add a default ACL entry for "others" to a directory issuing
setfacl -m d:o:rwx dirname
but such an option does not exist in the ACL file permissions dialog. It only has an option to set a default entry for owner, owning group, named group, named user or setting a default mask which doesn't let one achieve the "others" effect.

I have reported the issue previously (over a year ago) in Konqueror  package with no response (https://bugs.kde.org/show_bug.cgi?id=129435). I figured now that the properties dialog does not belong to konqueror so I am resubmitting.
The feature is really useful when one wants to create a directory with a default setting for all users.
