After trying for long time to download all my contacts I gave up.
KMobileTools contact book decoding feature seems to be broken with AT Engine. When I tried to download all contacts using ISO-8859-1 encoding (default one) I got '?' in place of polish-specific characters (like ąśćłó). SE phones are using UTF-8 ASAIK so I switched to UTF-8.
Now I got (for example): "ÅapczyÅski Andrzej" in place of "Łapczyński Andrzej". Still not what I want.
I tried to add phone-specific AT commands to force UTF - still no results :/
IMO it is something wrong with KMobileTools AT engine.
Bug exists in all 0.5.0 versions (tried beta1, beta2 and beta3), and SVN version downloaded today (2007-08-06 18:50)

unmaintained for many years and I will be closing this bug.
