Perhaps I misunderstood the idea about no archive access. I though it is for "security" reason, so the data won't be overwritten.

But it appears that if I run the second instance in safe mode (archive disable) akregator does not read any data already downloaded but starts from the fresh state, downloads everything again and displays a lot of unread news.

It is not usable -- the second (and any next) instance should just live on data the first instance is getting. So if the first instance says "no news", the second instance just repeats it "no news" -- and does not work on its own.
