It has been noted (https://launchpad.net/bug/46855) that KHelpCenter's Application Manuals section/index is not only wild but also confusing to some users.

Wishlist item - hopefully we will have this tamed in KDE 4 :)

Can you define "wild" and "out of control"? 
All I see is the grouping from the K menu, as intended.
