All kioslaves should have centrally configurable bandwidth limits, especially those for disk and network transfer (that means all minus the edge cases) as disk transfers can hog the whole machine for quite a while and sbig network transfers do so as QoS is nowhere near usable on KDE/Linux.

Learned to do QoS properly with tc/tcng.
No need to keep a useless feature request around.
