With GwenView's current keyboard scroll increment (nearly half a screenful), that becomes impossible. I'd like to request a new preferences entry to adjust the increment.
Just started a KDE3 Gwenview for fun, can confirm this indeed has been a problem. Nevertheless, this has been fixed already in KDE4 times. As in nearly every other application, just use the arrow keys to fine-tune the position, and PgUp and PgDn to scroll in larger increments. Having a separate preference would be overkill, though.
