The inability to re-order my actions without deleting and re-entering them makes for very distracting action list popups. I suggest adding support for drag-and-drop re-ordering of the list.

IMHO reordering the entries would only make sense if entries would not be entered automatically. So you would explicitly decide if the current clipboard entry is taken into the klipper menu by pressing a special hotkey. With this behaviour klipper would be used as a text snippet tool and not as an automatic clipboard history. 

But you need another configuration setting, another hotkey. Isn't this getting too complex? I think klipper is working good with its current functionality.

It's a cool idea, but given the lack of movement for so long, I think this is unlikely to be implemented unless someone submits a merge request to do it. Accordingly, I'm going to close this request so that the list of requested features better reflects work in progress or under active consideration. This doesn't mean that the idea is being vetoed, just that there aren't resources to consider implementing it absent volunteer contributions to do so--for which no formal feature request is needed. Thanks for understanding!
