I don't really know if this bug could be assigned to kdm, but my intention were to assign to kicker since the shutdown/lock applet belongs to it. Please consider assigning this to kicker or either assign #33839 to kicker. #33839 was reported ~5 years ago and maybe then only kdm existed.
Raúl: Your report is more a duplicate of bug 77384 (which is reported against kicker), but since that bug was also marked as a dupe of bug 33839, this doesn't really matter. I guess the real work is not to add some more buttons or menu entries but to implement the functionality behind these interface elements. When this is done, it's probably easy to add the buttons to both kdm and the kicker applet. So one bug report about this is sufficient.
