Version:           3.5.2 (using KDE KDE 3.5.2)
Installed from:    Unlisted Binary Package
Compiler:          gcc version 3.3.6
OS:                Linux (i686) release 2.4.31

I'm not sure if this is kicker or kdesktop fault. I'm currently have the main Kicker panel set to bring to foreground when the pointer reaches the bottom border (I should switch KDE to English and check the exact checkbox caption, sorry), but this stopped working when update from 3.5.1. I have to restore or move windows and click on the panel to access it.
However a secondary panel at the right border does bring up, so it is really weird.
Finally, (I almost forgot), seems to be a settings problem, because if I open Kicker config and apply the setting again, it start working again (until the end of the session, I guess).

I'll attach my kickerrc after and before reapplying the setting if it's useful.
