Version:            (using KDE KDE 3.5.1)
Installed from:    Ubuntu Packages
OS:                Linux

1. Enter a directory with around 10 files in Multi-column view.
2. Right click on the first file, select Rename.
3. Modify the filename.
4. Press <Enter> to confirm the modified filename.
5. Press down Cursor, to move to the next file in the list to rename.
6. Observe that the down Cursor skipped the next filename, press the up cursor and observe that it skips over one in the upwards direction as well.
7. Sometimes it does not happen until the 4th or 5th file etc, so repeat steps 3-5 using the keyboard until you see it.

I suspect this is fundamentally the same as bug 129151

I agree, should we mark this as a dup of the later reported bug 129151 ?

Since it seems that the problem is located somewhere in kdelibs, and the other bug is filed against kdelibs, I think it makes sense to close this as duplicate of the later one, as you say.
