Version:           Konqueror 3.5.0 (using KDE KDE 3.5.0)
Installed from:    Mandriva RPMs

Steps to reproduce:
1. (with UTF8 locale) create a directory like __ä__ö__ü__
2. put a simple webpage page1.html with a link to another page page2.html in the directory
3. open page1.html and select the link to page2.html

Result:
An error occurred while loading file:///home/user/__ä__ö__ü__/page2.html:
The file or folder /home/user/__ä__ö__ü__/page2.html does not exist.
