I have a taskbar applet, and a minipager applet in an extra panel at the top of my screen.  Taskbar set to transparency.  When minipager is also set to transparency, neither is transparent, but rather both have a grey background.

With minipager elegant and wallpaper settings (& taskbar transparent), we get a quick flash of gray background when the panel unhides, but then the taskbar becomes properly transparent.
