when I enter in administrator mode for each entry in System Settings, such as "login manager" or "font installer", i come back as normal user. I enter the right password, but it seems not have effect.

Yes, can confirm this, when in system setting for network, administrator mode does not work ( or open) a window to enter your root password.

After daylight savings time I went to change the time back and discovered indeed I can't access administrator mode in system settings or thru the clock.  I enter the password it accepts it and I go back to user mode.

Same problem with KDE 4.0.0 on Gentoo Linux with x86_64-pc-linux-gnu-gcc-4.1.1. The "Administrator mode" button is not present in important settings like "Login Manager".

I can confirm this,

bug after fresh install of Kubuntu 7.10 i368.
After clicking administrator mode button i only see a red frame appearing, then the windows is busy and goes back to as it was before.

Fresh install Kubuntu 7.10 (x86_64). Under system settings, when administrator mode button is clicked will intermittently be asked for password. Administrator mode not accessed with or without password. Get a brief red frame and then normal mode.

Have same problem with kubuntu 7.10 i cannot change login commands but my password is initially accepted

This systemsettings-kde3 from kubuntu has been unmaintained for many years.
