If you're referring to the popup that you get when switching songs, it's already possible to turn them off by deselecting Settings -> Popup Track Announcement. The other tooltips are either provided by the KDE libraries themselves (such as in the toolbars), or are used to display information (generally when it is partially obscured such as the listview and the File Name part of the Tag Editor). I can't really see a benefit to removing those tooltips and I don't think it is something worth adding its own little check box.
I'm refering to the full path which is displayed, when you move the mouse over an entry in a play list, or the collection list. And to the tooltips which appear for the buttons in the tool bars. I find them irritating. Different users have different tastes, but it's common practice that tooltips can be turned off. Nevertheless, I think JuK is pretty good!
This needs to be fixed. Tooltips are completely out of control and make using kde incredibly painful. They convey no useful information, hide information that is actually useful, and are an incessant obnoxious distraction. We have popup blockers against spam; why must kde perpetuate tooltip spam? Please fix it; I don't want to be forced to entirely dump kde.
Adam, "KDE" is the community. You have to be more clear for which program you want to turn off tooltips. Note the most tooltips (e.g. over toolbars) are automatically shown by the Qt library, so you would have to report that directly to Qt developers. For Plasma, there are settings to turn taskbar tooltips off.
