Version:           1.8.91 (using KDE 3.4.91 (beta1, >= 20050910), Gentoo)
Compiler:          gcc version 3.4.4 (Gentoo 3.4.4-r1, ssp-3.4.4-1.0, pie-8.7.8)
OS:                Linux (i686) release 2.6.12.3-pat

The security warning configuration options in KMail has overlap. Go to Settings -> Configure KMail -> Security -> Warnings

I tried resizing the window, still happens.

This is probably a style problem (meaning that it depends on the style of widgets you are using).
As this report is rather old and in current KDE 4.3 version it is shown correctly, I'll close this.
