Version:           2.4.1 (using KDE KDE 3.4.2)

I uploaded a file I created in kate and saved as UTF-16 into an FTP account. Then I downloaded that file through konqueror. When I tried to open it with Kate, kate identified the file it saved as UTF-16 as being a binary file.

Did you tell Kate to open the file as UTF-16 again?

No. I just click on the file in konqueror and kate opens it as some other format besides UTF-16.

k, than sorry, but this is no bug, Kate does no guessing of file format and the behaviour is just correct. There is already a wish for encoding detection.
