Version:           1.7.2 (using KDE KDE 3.3.2)
Installed from:    Debian stable Packages
OS:                Linux

If I add an attachment with a text MIME type (like text/html), the attachment's charset is set to the charset of the mail body.  This is, of course, nonsensical.  In addition, I can find no way to change the charset indication of an attachment.

For XML files (including XHTML files), KMail could look at the XML declaration to find out the files correct charset but a coherent solution for all text/* files would, of course, be far better.

Please check KDE 3.4.x / KMail 1.8.1 - it's likely that your problem is fixed there.
