Installed from:    0Debian stable Packages
OS:                Linux

One table with the attribute frame=vsides, konqueror render it totally, in other words, konqueror draws the border in vsides and hsides.
For example, qith this table:
<table frame="vsides" border="10" rules="rows" cellpadding="0" cellspacing="0">

Konqueror draws both: vertical and horizontal borders.

This particular part of bug #43594 has been fixed in KDE 3.5
