A standard kcontrol module is good for old settings, but new features, like theming, are not supported. Are there plans for adding those options into the kcontrol, with some nice installer (like for icon themes) maybe?

the themes are not officially supported, yet, so the lack of config options is no bug.
anyway, i agree that the kcm is "slightly" underdeveloped, as you'll find by looking at virtually any kcm_kdm bug.
