This is a purely subjective bug in order to allow frames to look nicer. Mozilla rounds the corners of frames (borders), if you e.g. use the attribute -moz-border-radius: 10px;

For websites using this it would be nice, yet as there are other browsers, not really a reason to implement it.

However, KDE applications using khtml, such as kopete could have a very easy way to style much nicer looking frames and boxes. So if this is not that hard to implement, it would make sense as an improvement for eyecandy.
