Version:           3.3.2 (using KDE 3.3.2, Gentoo)
Compiler:          gcc version 3.3.4 20040623 (Gentoo Linux 3.3.4-r1, ssp-3.3.2-2, pie-8.7.6)
OS:                Linux (i686) release 2.6.10-gentoo-r6

Clicking on a named anchor link which references an anchor within the current document (<a HREF="#MAPS">Maps</a>) works fine, the browser scrolls, but clicking on a named anchor link which references an external document (<a href="1908S_moves.html#B">[Back to Spring 1908 Orders]</a>) fails.  Hitting enter in the location bar to reload the document will then cause to Konqueror to scroll to the proper place in the document.

Examples:

Working named anchor: http://diplomacy.walma.org/index.html  - Choose 'Use Links'.
Failing named anchor: http://diplomacy.walma.org/1908F_map.html = Choose the "Back to Spring 1908 Orders" link at the *bottom* of the page, not at the top of the page.  (Links to 1908S_moves.html#B).  Hitting 'enter' in the location bar scrolls.
