It appears to be impossible to compose an email when the imap server providing the backend store is down or unavailable. A dialog box appears, and explains that it is unable to connect to the server, and has an OK button. Hitting this button causes one of two types of responses. Either the dialog box immediately comes back, or, the dialog box vanishes, but reappears as soon as you hit a key in the email that you are composing. There does not seem to be any way to prevent this behaviour.

Composing an email does not depend on any connection but you get this message 
because of background processes (kmail keeps the connection  open). We 
already have a bug report about error messages so I close this one if that is 
ok with you.
