I have been fixing it by inserting an xmodmap into the startkde script after the ksplash stuff. Think there should be an option to tell kde not to play with the keyboard at all. This way if kde cannot handle your keyboard and X can you can have an xmodmap run before kdestart and everyone will be happy.
