There should be a switch for en/dis-abling network-access for all KDE-apps.
A file is read at startup for current setting and a menupoint switch between the settings. 
So we wouldnt get any popups when we already know if have cut the line. 
Perhaps there should me more profiles then on and off. When i am connected over gsm i wouldnt like to reload rss-feeds, but to look after my mails.

I think NetworkManager and its plasmoid have made this wishlist item obsolete.  It's now easy to globally enable and disable specific network connections from the GUI.  Perhaps this report can be closed.

Yep, the plasma-pa applet now has an "airplane mode" switch.
