In kde 3.2.0 it works (as far as i know)
until I upgraded to kde 3.2.1 wish installed the new arts?

ut2004demo without artsdsp wil start without sound (in kde) 
but if a want sound under kde i use (sinds kde3.1) artsdsp to be able to hear sound in applications outside kde

I'm having the same problem - never had it with KDE compiled myself from CVS, only when I installed the gentoo packages.  Maybe this is a gentoo bug...
