if you lock the screen (or simply screensaver is activated) and the user left the machine, root must be able to unlock the screen and shut down X the nice way (else you loose the session of the user and do somehting dangerous with X --- by killing it)

i do not use kdm ... maybe there is such an option (because kdm is run as root the normal way) ... but this thing should be also available on a normal kde-session
