It doesn't make sense to sign/encrypt drafts. Saving a message as a draft should save the sign/encypt flags, but not actually sign/encrypt the message...

It's arguable whether it makes sense or not. Signing your drafts protects them from being altered by someone who happens to have access to your drafts mailbox. Anyway, your wish (! It's not a bug.) is a duplicate.
