I have panel hiding enabled and set to automatic and immediately after cursor leaves the panel. When I bring down the cursor to the lower edge of the screen, the panel pops up. However, more often that not, the panel pops up and then immediately falls down and does not reappear until I repeat the act of bringing the cursor down to the edge.

Its kind of understandable that the panel pops up only when the cursor reaches the lower edge of the screen. However, if the cursor overshoots the lower edge (which is highly likely since its just a line), the panel must not disappear.

This bug is very annoying since one often has to make 7 attempts to get the panel to appear. It is highly reproducible (appears more than 50% of the time).

do you have the panel hiding timeout set to 0 seconds? if so, can you up it to one 
second and see if that fixes it? if so, it's a known issue (not sure how to solve at this 
point), otherwise it's a new one to me (which i might be able to fix sooner ;)

yes

It does seem to fix it with 1 sec delay.

Perhaps the  0 second can be made 0.1 seconds instead. Will that fix the
problem ?

perhaps.. it's already >0, but apparently not sufficiently for some systems... we'll see 
what happens with a larger timeout.. it would be great if you could try some of the 3.2 
pre-releases (not the current alpha, as this change isn't in that release) and see if it 
fixes things for you...

Aaron says this is a known problem, but it may be a bit tricky to solve. This sounds strange to me, because it worked perfectly on KDE 3.1.x, using the exact same settings. Has Kicker evolved so much that the solution can't be found in the 3.1.x code tree?

I have just compiled KDE 3.2 RC1, and the problem is still there. Also, I noticed that the panels are responding a bit slower than usual, they don't pop up instantly when I move the mouse to the screen edge.

i haven't seen this problem on any of my machines since 3.4 ... it used to be quite reproducable for me, but isn't anymore.

can anyone else confirm this for me?

Yes, it seems to be fixed in KDE 3.4.

i can't repro this either .. i think my last spate of "make autohiding less insane" fixes for 3.4 may have actually worked! =)))))
