Installed from:    SuSE RPMs

I think earlier versions of KDE allowed you to setup a proxy,a nd then tell it to not use the proxy for certain domains.
kde3.1 now has the opposite, only use proxy for certain domains, which is not what I want/need.

I do not want to use the proxy for my local network ....

No, it does not. For what you want to do, do not check the "Only use proxy for entries in this list" 
option.  BTW, this has not changed since KDE 3.0.

Maybe I was not clear enough  
I have a proxy  
I want to use this proxy for all hosts on the internet  
EXCEPT for a few domains.  
  
I can not do that In konqueror 3.X  
  
I could do this in konqueror 2.X

Yes you can.  It is just be renamed from "NoProxyFor" to "Exceptions" because
it serves two 
purpose.  See the attached image...

how on earth is anyone supposed to draw that conclusion when looking at the dialog? looks plain wrong to me.
in fact i think is much more likely someone would like to bypass proxy for only a few domains, than using it for only a few.

well then the label of that checkbox should probably be adjusted to clarify the situation.
