It can't be fully charged if it says it's discharging
It would be technically wrong, but what if we just forced the percentage to display as 99% when the battery is discharging, but at 100%? Going back to the discussion from https://invent.kde.org/plasma/powerdevil/-/merge_requests/599 , we decided that differentiating between 100% & fully charged and 100% & discharging in the UI was not particularly useful. Logically, can you truly be at 100% charge while actively discharging without it being a quirk of how the device reports battery percentage?
