Does changing the window open/close animation temporarily fix it? If so, this sounds like Bug 507541. Will update as soon as problem arises again. Thank you for the suggestion. Error just occurred. Changed System Settings/Window Management/Desktop Effects/Window Open/Close Animation several times (Fade -> Glide -> Scale) without reappearance of hidden panels. Error happened again. This time, after resetting Window Open/Close Animation with hidden panels staying inaccessible, I switched to a different Activity. Hidden panels were working in the new Activity and then in the original Activity after switching back. ๐๐งน โ ๏ธ This bug has been in NEEDSINFO status with no change for at least 15 days.
