I've just found out that if you check "Enabled", then uncheck it, then check it again, then the Primary radio button appears. So that's the workaround. I can't reproduce this issue with the steps provided. It may have already been fixed for Plasma 6.5. Could you take a screen recording that shows the Display Configuration page in System Settings as you make these changes?
