SUMMARY
I wanted to run a small python program, but it failed because the above mentioned module cannot be installed. I'd think that this python module is a rather basic one, why not include it?

hi, yes it is a small python module but no kde apps/libs actively use it so it is not a priority for neon to package.  rather a bug should be filed upstream against ubuntu and/or debian for them to package it and neon will the automatically have access to it.
