1- Drag an item on the Desktop.
2- Hover the pointer over the Panel.

Result:
The cursor sprite for dragging appears over the Panel even though no dragging is being done.

Additional Information:
In certain conditions you can get the "cursor with plus sign" to appear over the Panel.

Can you attach a screen recording? I can't reproduce this myself, but I'm not 100% sure I'm testing it right since the steps to reproduce are pretty minimal.

I was using an unstable version of kwin and qt. It's working fine now.
