When shutting down the system, the message is displayed: job user@1000.service/stop running: User job podman-pause-8bae254e.scope/stop running. You have to wait about 2 minutes for the operating system to shut down.

Have you tried reproducing this by possible keeping podman containers running? And then with podman containers stoped?

I didn't try to reproducing it by possible keeping podman containers. I don't know how to check it.

When I stop all podman containers system turn off normal.

Yup the output showed me that podman was gracefully shuting down before the system powers off.

This isnt a real bug but intended. Since podman wants to make sure that all containers are exited gracefully befote powet off. But still it would be an usuabilty improvment to lower the timeout to 45 seconds from 2 minutes.

Set a lower User Service Timeout

2 minutes does not make much sense for a desktop OS.
