The same issue is for the notes itself. If there won't be options for this in settings, I think, it should be a default behaviour - alphabetical order for everything. But folders should be presented first, i.e. if in a folder there are folders and notes - folders should be alphabetically ordered first, and notes in alphabetical order too, but after folders. Possibly it has sense to have a header in view where user can choose between ascending and descending orders. Bug confirmed.
