It's okay to have both kwin and kwin-x11 installed at the same time. The final decision is left to distros. They can install both kwin and kwin-x11, or they can install only kwin but provide X11 session files in a separate package that user should install together with kwin-x11. Arch Linux developers are already aware of this issue.
